Not Much New - and That Is Worrisome

In the president's speech on Thursday, there were two surprises that could shape its impact for a long time to come. First, he broke away from the orthodoxy that normally accompanies "big" presidential addresses. Typically, a president begins by painting a broad context for his subject, including historical background, and then puts forward a set of principles that will guide his policies in the field.
